Deans, HODs, others schooled on Procurement Processes

A two-day training programme for selected staff of the Sunyani Technical University (STU) on “Procurement Process” has opened at the Conference Hall of the University.

About Seventy-five participants made up Deans, Heads of Department, Directors and Sectional Heads as well as other staff whose work involves procurement related activities are participating in the programme, which is being organized by the Office of the Registrar of the University.

Topics being treated during the two-training programme include “Overview of amendments to ACT 663 (2016)”, “Roles and responsibilities of key stakeholders in Public Procurement”, “Procurement planning and contracting process”, “Framework contracting/tendering process”, “Contract Monitoring and Evaluation” and “Contract completion/close-up.”

Touching on the procurement planning and contract processes, a Resource Person, Ernest Osei Tutu took the participants through what he called the Gateway Processes which involve needs assessment, developing business case, developing procurement approach, appraising suppliers, tender process, award of contract, managing contract implementation, and closure/review of the contract.

He stressed that “as much as possible, one needs to eliminate risks in the award of contract and also ensure that the award solicitation is done in accordance with the award clause in the contract.”

Besides, there is the need to clearly outline procedures for disputes, define breach and change of order/ modification of procedure, define agency acceptance, among others
