In order to succeed in its bid to develop, Ghana requires not only strong economic, legal, social and political institutions to facilitate efficient delivery of service to the people but also a knowledgeable and active citizenry to support the governance processes through active participation. This need is evidenced by the widespread demand for courses in political studies at the universities and large attendance at public lectures and workshops organized to address issues of governance and politics.

At the same time, the recipients of such credit facilities are incapable of managing the credits facilities properly for lack of knowledge, skills and the right attitude.
