Petroleum Product bunkering (Onshore) License Applications

The NATIONAL PETROLEUM AUTHORITY wishes to inform the general public,
specifically, those who intend to be, or are already service providers in the petroleum the downstream sector, on provisions under the National Petroleum Authority Act 2005, (Act
691) and the requirements for obtaining a licence.

A person shall not engage in a business or commercial activity in the petroleum downstream industry unless that person has been granted a license for that purpose by the Authority.

A licence under this Act may only be granted to
a. a citizen of Ghana; or
b. a body corporate registered under the Companies Code, 1963 (Act 179); or
c. a partnership registered under the Incorporated Private Partnerships Act, 1962 (Act 152); or
d. a foreign individual or foreign company in a registered joint venture relationship with a citizen of Ghana or a Ghanaian company.

B. DOCUMENTATION REQUIREMENTS TO OBTAIN A PETROLEUM
PRODUCT BUNKERING LICENCE (ONSHORE).

a. An official application of intention to bunker ocean-going vessels, trawlers, and fishing vessels.
b. Evidence that the applicant Company is an Oil Marketing Company (OMC) or
an organization with established competence recognized by the Authority or oil trader of International repute and licensed by the Authority.
c. An Environmental Permit from the Environmental Protection Agency (EPA).
d. Detailed Business Plan.
e. Certificate of Incorporation.
f. Certificate to Commence Business.
g. Companies Regulations 8 to 82.
h. Evidence of local participation i.e. at least 50% shares to be held by Ghanaian citizens
i. A letter of consent from the Ghana Ports and Harbours Authority, if applicable.
j. Evidence of Agreement/Memorandum of Understanding (MOU) between the Supplier of the petroleum products and the Company.
Applicant companies that fully satisfy and meet the requirements in A and B shall be granted Petroleum Product Bunkering Licence (Onshore).
The validity of the license is one year, renewable yearly
